Thank you Migz. This was my position as then Chairman of the Committee of Defense and Security. For practical reasons, an office or authority under the OP can function better than the NDRRMC. A department runs counter to rightsizing the bureaucracy.

As the final curtain falls upon my exit from the stage today, I am reminded of my student days when was commuting from school to home. I would tell the jeepney driver - “Para na po sa tabi, mamang tsuper. Bababa na ako. Iyan na po ang bahay ko”.
