Could the difference in opinion for what’s needed for requirements be coming from the difference in working on a product in a startup vs. working on a design project for a client?

A senior designer should be _able_ to but I'd rather see tickets list a problem with onboarding than just "improve onboarding". That doesn't mean there needs to be a series of steps provided for what you should do.

Who is the person that decides what is wrong with the onboarding?

I think what he is referring to is that the ticket is too vague. What are the requirements? What do users need? What is the current problem?

If that's "known" then sure, include it. But why is someone else more qualified to find the answers to those questions than the designer?

If some of that is known to the PM and documented, then they should include it. If not then the designer can find the answers.

On a personal point of view, I agree that receiving Jira tickets like this can be disappointing. First of all, it needs additional information. Are there any existing specifications for that task? If not, get it from the manager /1

It's turtles ball the way down. Don't pass the work over to someone else. Someone needs to do it, be that someone.
