I highly doubt that an order to use nukes against american insurgents would ever be followed. There are humans in the loop.

Oh, I know. But even if they can't stop every full conventional attack, which I think is true, they can raise costs of lesser actions

If the gov wants to nuke a US city, sure, private arms are useless. They may disincentivize all sorts of lesser actions, tho
