I don't believe that. Not all gun violence is by criminals. And if you want to decentralise law enforcement, why not defence too?
There is hardly any correlation between gun ownership rates and murder rates in US. You should know better.

Yeah. For India I mostly worry about all guns stockpiled in mosques across the Gangetic plains. Cops won't be enough for partition 2.0.
