Per law the common pool fund IS already used for wide variety of purposes including "charity" - discretion is completely Govts.

However HRCE allows temples to fund Hindu edu insts from excess income. DC approval needed. Exactly what was being done by Kollur mgmt.

Funding Hindu schools for genuine uses directly from a temple is the least corrupt way to allow 1 H institution to support another.
