@Nick_B_Steves fair point. However the issues mentioned forestalled all reforms. Maybe its mugwumpian in spirit but not rigid. -

@i_contemplate_ Theres a sweet spot betw corruption & draconian measurs to prevent it. NW Euros incline draconian. Indians um not draconian.
