Yes, for global communication. But also for communication with non-locals who come into a city. Ex: • for signs that give directions, • for the (computer) voice that talks in the elevator or subway, • for the the text labeling on products is written in, • etc.

My experience has been that, if you can read and speak English, you will be able to get by in many cities throughout the world, without having to understand the local language.

Yeah this is very true now! Note the rise of the 'digital nomads' subtly changing things in tier2 and 3 cities in non-English speaking countries.
