Yes, for global communication. But also for communication with non-locals who come into a city. Ex: • for signs that give directions, • for the (computer) voice that talks in the elevator or subway, • for the the text labeling on products is written in, • etc.

Hmmm yeah I was surprised that the Japanese rail system was so easily navigable in English even without using my phone.
