It's problem is exactly what proggies say it is: it was a tyranny. It had an Emperor, you know. Other forms of government incompatible with science: democracy. Science occurs when proper Greek philosophy is combined with non-democratic non-tyranny.
Passing shit tests usually de-escalates the situation though. In this case, challenging them will only accelerate the game - so you better gather strength beforehand.

Even little challenges slows them down overall. They stop to punish the seditious. Widespread challenge would force them to back down entirely. (But they do it because they know that won't happen.)

Bit of a good question. China's outside the Empire, and I expect Japan would also be outside were it not for some flukes. Maybe America is the East, and London is already being Vandalized. But the true remnant will be East 2.0.
