You cannot. You can use some 3rd party software to move installation to another disk though. Check Acronis.
it used to be there...somewhere previously. Now it reinstalls only to the same drive, doesn't let me choose what drive to install to. Huh

You can install new windows on a drive of your choice, but I don't think there was ever an option to move windows to another drive via update. At least not for W10.

that's how I got it on my older ssd on the same laptop. Pretty sure.
