good example is the news feed on my mobile Chrome browser. The big G know all my clicks, my preferences, where I am, what I eat, what I watch and it still fails to guess what I care about at the moment

I have a theory on that. Mainly recommendation algorithms are trying to show you similar/complementary things. But the thing I want to explore is recommending totally different things.

I think human beings interests evolve weekly if not daily. I guess your tag cloud is just as mine - tags have weights that change fast. And has sub-tags that are also weighted differently. And the feed has to adapt to that and also weight user interest against the world's context
