Is there no law in Germany which restricts employers to not decline new offers already sent to successful candidates? A close friend living in Cologne accepted job offer in Munich. She resigned, cancelled her apartment contract and then this company decided not to continue.

Absolutely horrible situation. Like there can't be a worst situation than this for an expat on a visa which is tightly bound by an employment. You don't have a job and you don't have a place to live.
