The justification is we don't have the capacity to do more testing than we're currently doing. (iirc Vallance said something to this effect about our testing at health committee today.)

Clear as day you need to test key workers or many will self-isolate unnecessarily & others will infect vulnerable patients, Some will have had Covid-19 & so be immune and no one will know. If S Korea could organise mass testing how come the UK can't even test health staff?

We are not ignoring advice. Were absolutely ahead of most places in testing rate.
