Core to all needs is a solid foundation of what rules are and how they behave. That's been missing amd it holds things back.

Might I suggest the alternative needs more than rules in natural language :) It might help but def isn't sufficient. We need systems that are traceable to their legal authorities, that measure & monitor for policy and human impact, and that escalate and respond when harm arises.
