Correct me if I'm wrong, wasn't the first bitcoin hardfork done by Satoshi as change from the longest chain to the 1 with the most PoW. But coz the longest chain was the one with the most PoW at the time, only the developers noticed?

It’s hard to classify changes to fork choice rules as hard vs soft forks. I believe any valid post-change fork is still valid under the old rules, so is it really a hard fork? But yes that was a change.

The FIRST chain you produce costs next to nothing. The second one costs however much the protocol slashes you for double-signing, times the probability your fraud is detected and reported within the four month bonding period
