If BTC miners were public, we can increase BTC throughput speeds dramatically but how do we prevent them from being censored by governments?

miners being public will not help throughput that much.. unless you're saying we wouldn't be mining on a trusted network.

Chinese miners dominate mining simply because they have cheap electricity and ASIC's. It doesn't mean they will dominate forever.
