The idea is to encourage study of subjects that gives young people a higher earning potential and provides the skills that the country needs

While there may be STEM shortages, society cannot function on STEM alone & many people simply not suited to HE STEM. Seems exclusive.

I agree society needs more than STEM, but there is a huge growing need for it. Vast majority of jobs do not actually require HE.
