You couldn't know unless you've debated it. I ask again: What do you think is the point of debate?

a debate is to put your point across. In Parliament it is the discussion of a Bill or policy.

Exactly. To consider the merits/demerits of an issue, such as an amendment. Which would garner/lose support for it.
