Not a requirement, but what's the point in proposing it if you don't have majority support?
You propose amendments to debate it in order to win majority support. Why else would you table amendments for debate?

..to have it pass. Very rarely would an MP just present a bill on their own and see the House debate it then dismiss it.

Private Members Bills are hardly ever accepted and often rejected by government whip.

I was referring to amendments, not PMBs. MEPs cannot table amendments. MPs in Westminster can.

More hoops for MEPs, but not unattainable by a competent MEP.
