How can the amendment gain majority support if is not even tabled for debate?

Not a requirement, but what's the point in proposing it if you don't have majority support?

You propose amendments to debate it in order to win majority support. Why else would you table amendments for debate?

Private Members Bills are hardly ever accepted and often rejected by government whip.
