Then how do you know things about how the EU works that Helmer, an MEP, does not know? Do you have insider knowledge of the EU?

So MEPs can propose amendments subject to approval from President/Commission/etc? Where does the power really lie?

If the majority of the House is with the legislation, then the Commission would either have to accept or be given vote of no confidence.
