“This license bans use of our software to build an app where people think they’re in control of their data, but in fact the app developer has kept copies of seeds or private keys... '' does this mean any external keystore isn't allowed? Or it is OK if the users gives permission?

Depends on what 'external' means. I would guess that local hardware/software wallets would be perfectly acceptable. And if the user _chooses_ to let someone else store their data, that's okay too, as long as they're able to get _all_ their data back out. Esp their keys.
