We had worked on a system to let communities create their own currencies back in 2011 with @Rafr, but got rejected at YC interview so didn't continue with it

I believe currency will be essential though I think there's an increasing potential to organise community/tribe investments towards infrastructures/enterprises that positively edge the community/tribe from risk and produce returns in non necessarily financial (esp fiat) form

guess the model of opt-in/governance will influence what gets produced. I believe it can't be seen disconnect from some sort of envisioning + early stage enterprising enabling/accounting of contributions (implies investing) + collective decision making and participation

Taxes (or markets) imply a third institution that executes the risk reductions strategy but, ironically enough, most of the time with either limited liability (markets) or restricted capacity due to centralization (public)

Systems such as those you call for in the OP have not been built, imho, because they make no sense in the current economy. The fungibility of fiat sucks all the life from them the moment they gain traction.

imho, the key innovation required is one which seems almost a distraction. It is inventing an investment model which attracts fiat investment on the basis that returns will be accrued in
