Unclear, designwise it's both Blaziken and Latias, it may have a proto entry of its own: "Sightseeing Pokémon, A Pokémon that loves to fly with a human riding it.
It quietly flies and is completely comfortable to ride.
When it tires, it rests with its wings floating atop the sea"
