I’m sure I’m not the first to propose this, but how about making the comment submit button only available after a video has been watched from start to end?

Wide spectrum of opinions here with most people saying it wouldn’t work or be accepted. But keep in mind, you can already disable comments completely. And individual comments can be deleted. I feel like this would be a way to help automate what many video creators already do.

Those saying viewers could cheat by skipping to the end: no, I’m pretty sure the YT player knows what has been physically played. Analytics show rise/fall of attention throughout the duration of a video.

*I definitely think this should be OPTIONAL for the creator to enable. Wouldn’t exactly make sense a 4 hour let’s play livestream recording, for instance.

Those proposing to put watch time next to viewer’s comment or some other display-based solution: to me that’s not the point. I don’t want to ADD to the noise of the comment section by shame-ranking people & cluttering the design. The goal is to have better-quality comments.
