I asked EU High Rep for foreign affairs Josep Borrell how many Ukrainians have to die before he advocates for a no-fly zone by EU and NATO allies. He said that’s a decision for others. Pressed on the fact that he could nonetheless endorse the idea, he had nothing to add.

yup, but do we cross it here, or over Estonia? Finland? if we wait for estonia, the price just gets higher, with more UKR civilians dying in the meantime.
