US Higher Education is a bubble that feeds increasingly bloated administrators while beggaring students and professors. We don't need to shovel more tax $$$ at the same failing institutions, we need to develop alternatives to the conventional 4-year university.

With a zip code, it's easy to get detailed demographics including average household income and from there the school can use its own data on the probability of the need/request for a fee waiver.
