UK has charged for degrees for a long time now, over two decades, since 1998 Sept. But Tories increased it tenfold.

Why does low SAT = poor?

Because wealthy people pay thousands to get their kids the best tutoring for SATs. Most of it is tricks on "how to take test" not actually about increasing their knowledge.
