Will my progress carry over to the full game? - No, progress will not carry over to the full game.
Can I play with friends? - YES: Squad matchmaking will be implemented in this beta for the first time in HLL.
Can I play in the beta if my region is outside of Europe and North America? - Unfortunately not this time, but we've not forgotten about you 
When will I get my code? - Likely just before the beta goes live on August 26th.

Is there a Dynamic weather ingame?
I mean it would be cool maybe if theres a windy weather that let the bullets go more in a certain direction
But on the other hand i dont know, maybe that could be annoying
