Well, the optimization needs more love, stutters and low FPS, playing with an i9 9900k and rtx 2070
We're aware of the stutters thanks to community feedback and identified it as a bug. The team are working on a fix.

Stalingrad runs at like 50FPS on an RTX 2080 with the medium preset, but the render lag and frametimes are so bad it feels like 15FPS. PLS FIX
