just implement input based matchmaking, with controller and mouse support on all platforms and then matchmake by chosen input....that way everyone can play together and it's fair
The PC version of Hell Let Loose features no aim assist, whereas the console version will include a bespoke version to support the controller focus playstyle of console platforms. We feel it best for the health and enjoyment of the game to keep PC & console separate.

you could also add the option to enable crossplay with PC, add mouse and keyboard for those, and thousands of players would have the option to use their next gen console as a gaming PC. that would enhance the PC player base too. because you're selling a game and not PCs

I'm no dev, but that would force them to push all updates to all systems at the same time. The proportion of players with consoles using mouse and keyboards is probably <5% if not <1%. Crossplay with PC would mostly be bad for console players.
