Hey Roy, You can unlock these hats between levels 4 and 7. We're currently looking into new reports of the exp system not behaving 100% as it should be.

I'm sorry but I've been posting medic solidly for 4 months now and just hit level 4, the system is too slow and you should gain more xp by playing your class with your teammates to get these unlocks. I really hope you guys can look into this cause it's a shame it takes so long.
