It's an artwork, Spiral Jetty, by Robert Smithson, 1970. It's the seminal piece of a post-minimalist movement called Earthwork/Land Art.

Yeah, it's in the Great Salt Lake, for a few decades it was submerged, but has been visible since around 99. Today it's nearly dry.
