Yep. I talk about this with teaching. We start in front of the classroom. Authority. As we improve, we move to the back of the classroom - facilitation. But the goal has to be creation of environments for emergent performance -- not in the classroom. Or hospital!

The secret behind that 'not in the classroom' thing? I call it Meta-Poka-Yoke. Harder to ponder in relational contexts and social structures -- but it IS the secret sauce. Create environments so people naturally do the right thing. Basics here: https://en.wikipedia.org/wiki/Poka-yoke

If a programme manager is not doing the things in the separate circle, they are either a novice, or a crap programme manager. Convenor, seems to describe a programme manager who's been promoted to only do the fun stuff, not manage programmes or the multiple encompassed projects!
