Was the audience Q about a moratorium on previously redlined areas a suggestion?
1. Sounds like Oliver is restating (and endorsing?) John Fox's/neighborhood activists' "concurrency" objections to upzones.
2. Except infrastructure is literally concurrent with, required, and paid for by new development.
I guess two good takeaways here are she's making an effort to listen and 1/2
