What if that digital storage is filled with random numbers? The information carried will be zero but maybe the scale measure increment of mass. Is that confusing information with its physical representation?

There are physicists that try to explain our world as based on information (aka virtual reality). There is really, really good interpretation of double slit experiment done by Thomas Campbell. If you think it could explained only by particle/wave model - check Campbell Big TOE :)
