Reduce the costs of regulatory permits that can drive 25% of costs - Make affordable housing more affordable.
Increased density is great, and so are neighbourhood stores. These examples work well in large, transit-oriented cities/neighbourhoods, but are impractical for the vast majority of places. "If we build it, they will come" only works for baseball fields.
