Harder for a gov't to impose will in those places. Tends to be where the loser tribes have to live. The better-organized winners get to live in the river valley where growing food is easiest & their population grows.

"what is it with mountain pops?!" I recall reading "The Carpet Wars" by Christopher Kremmer. He said lots of countries (like Pakistan) have lowland farmers and badass highlanders. I think he said Afghanistan is one of the only countries where every person is a badass highlander.

Moving freight was (is!) ridiculously expensive there. Not only are economic ties to the outside world looser (pop. density is lower to begin with), even supplying standing armies was difficult. It's an inherently scale-limited niche where the kin-group system beats the state.
