I don’t understand the definition of “support” in this article. You can, by nature of the matter, represent tagged unions with a tag and a record. And that’s the “support” most of these have as far as I can see.

In languages which don't have syntax for sum types, you might be forced to encode Either Int Bool as (Maybe Int, Maybe Bool), or as class Parent {} class Left extends Parent {int i;} class Right extend Pattern {bool b;} I don't think either counts as supporting sum types.
