  6. Every South African is affected by rolling blackouts. This isn't a black, white or coloured issue. If you use a product then you need to pay for it. needs to pay up because every single municipality is held responsible if they don't pay. What makes Soweto so special?

    I think should just wipe out the debt. Install the electric meters and make the electricity units match the cost so if it's R100 then the units must be 100
