It should be the EU standard already. Consent under the
#ePrivacy Directive must be interpreted in light of the GDPR. Recital 32 of the GDPR rules out "silence" and "inactivity" as consent. -

ICO found in particular that transparency is a problem. Indeed users do not know how many organisations participate in the system. In 2014 we confirmed >100. In 2018, I independently identified >900. These actors obtain user data in realtime.
