    Nothing boosts the international standing of a country as the government having its police and security forces beat up its citizens, and letting the police use chemical weapons against them when they protest .

    French President Emmanuel Macron has ambitious plans to boost the international standing of French and “rebrand” Francophonie. But critics are not convinced Francophonie can shed the baggage of its colonial history.
