    Out of 15 In ,5 are permanent members called P5,the rest 10 are by routine for two years turn by turn. These 10 out of 10 vote in selecting and out of P5 if one does not vote there is no selection.All P5 must vote and at least 5/10 of routine non permanent must vote!
