My take on this is that LB19 in
#UAX14 should be rewritten to become the following clearer and more accurate statement: Do not break after an opening quotation mark, such as ‘ “ ’ (U+201C), and do not break before a closing quotation mark, such as ‘ ” ’ (U+201D).
