  6. What kind of logic is this? The report suggests positive increases in diversity & academic success for nonsubmitters at colleges don't apply because UC system is... bigger. Yet the report cites application growth at small colleges & assumes the same growth at UCs.

  7. The recommendation's summary is light on arguments FOR the use of test scores but cites the fact that it's a) larger than most universities and b) they don't want such a policy because it could potentially create more apps to review. Is this what we waited for?
