    Thanks for that work! We built on it when preventing in Austria in 2017. Sadly, it was adopted in a second push in 2018 under the right-wing government. You know of any survey on the situation in EU countries or study how enforcement has (not) worked/impact on LEA?

    But to your point & the UN report. yes, I have discussed for many years the impact of communications data & on rights other than privacy - such as freedom of movement/association/expression - & also the impact on groups & the concern of group risks & harms.

    Some more background on why NL didn't do . It did 3 month dataretention for anonymous prepaid cards. This was more efficient (both operator and prosecution). Was superseded by EU-datarention, which is now suspended etc. etc.
