    You would have thought today’s major decision to merge would have consulted the NGOs working on the ground. It did not. If we had been we would’ve stressed the risks of turning our backs on the world’s poorest people at a time of great crisis

    The PM claimed that there had been a "massive consultation" before the decision was taken to merge DFID into the Foreign Office. It is now clear that there was no consultation with NGOs or third sector bodies as confirmed by SoS yesterday.
