    RHNA doesn't work. The state needs to directly override local zoning. would be a good start, but we need to go even further. How about minimum density for all residential areas is 20 units/acre.

    Social mobility, climate change, healthy tax base - it all intersects with solving California's artificial scarcity of homes. The state must zone for apartments in transit and jobs rich neighborhoods. NIMBYs have caused an unacceptable 17% poverty rate.

    By the official measure, California’s 11.4% poverty rate is close to the national average. But when housing and other costs are taken into account, 17.2% of Californians are considered poor, the highest rate nationwide.

    We should not have zoning that permits building in areas that are at high risk of fires - absolutely not. I would support a bill that prohibits such building from occurring.
