Important context: just because Russian officials are suddenly talking about mobilization and referendums doesn’t mean they are imminent. Public criticism of the armed forces has gone up since Ukraine’s recent successes – this could be a sop to that.

The thing is when Putin wants to make a move, he does not care about the legal framework. He just acts. This looks more like a political move to stress the audience. Although, of course, this does not mean that mobilization will not begin in the near future

RFE/RL's Schemes project has published an investigation according to which Lvov has Russian citizenship, which he denies. Lvov has also been investigated for the issuance of unlawful rulings and allegedly helping an official extort $500,000 for rulings, which he also denies.
