19/ To use “or” here literally means “well, maybe these women who were raped didn’t suffer so much, we can’t be sure”. Clearly #OHCHR didn’t mean it, but they’re in effect dragging International law back 50 years, to a time when the suffering of women wasn’t considered important.

24/ It’s part of #OHCHR's general line: letting the Chinese gov't off without a single finding of an international crime. It said other such crimes – enforced disappearances and crime against humanity - “may” have been committed. This is just another “or”: maybe yes, maybe no.

/2 Bottomline: the #OHCHR fails to conclude that Chinese officials tortured Uighurs (& others) in Xinjiang, despite providing clear evidence that they did. It uses evasive formulations, especially the word “or”, to escape clarity, legal accuracy and holding criminals accountable.
